  1. Accessory building or structure:
  2. Any awning, window awning, cabana, ramada, storage cabinet, storage building, private garage, carport, fence, stairway, ramp, or porch, or any other building or structure other than a patio, established for the use of the occupant of a manufactured (mobile) home unit.      ^ top
  3. Appraisal:
  4. Professional valuation done on a property to find expected value.      ^ top
  5. Approved:
  6. Reviewed and/or inspected and deemed acceptable to the local enforcement agency.      ^ top
  7. Awning:
  8. An accessory structure, used for shade or weather protection, supported by one or more posts or columns and partially supported by a unit or other accessory structure installed, erected, or used on a lot.      ^ top
  9. Awning Enclosure:
  10. An enclosure designed for outdoor recreational purposes, not for habitation, constructed under an awning or freestanding awning, which may include a screen room, and either an accessory building or structure, or a building component.      ^ top
  11. Awning, Freestanding:
  12. An accessory structure, used for shade or weather protection, supported entirely by columns or posts and, other than flashing, not attached to or supported by a manufactured (mobile) home unit or other accessory structure.      ^ top
  13. Awning, Window or Door:
  14. An accessory structure, used for shading a window or door, supported wholly by the unit or other accessory building or structure to which it is attached.      ^ top

  1. Branch Water Service Line:
  2. That portion of the water distribution system extended from the manufactured (mobile) home park water main to a lot, including connections, devices and appurtenances.      ^ top
  3. Building Components:
  4. Any subsystem, subassembly, or other system, constructed or assembled, designated for use in, or as part of, an accessory building or manufactured home structure, which may include structural, electrical, mechanical, plumbing, and fire-protection systems and other systems affecting health and safety. However, "building components" do not include appliances or equipment, such as heaters, stoves, refrigerators, or air conditioners.      ^ top
  5. Building Standard:
  6. Any rule, regulation, or other requirement adopted by the state, or a local government pertaining to the construction, plumbing, electrical, and fuel gas equipment, and installations within permanent buildings and/or manufactured (mobile) homes in parks.      ^ top

  1. Carport:
  2. An accessory structure for vehicle parking, used for shade or weather protection, supported by one or more posts or columns and partially supported by a unit or other accessory structure installed, erected, or used on a lot.      ^ top
  3. Carport, Freestanding:
  4. An accessory structure for vehicle parking, used for shade or weather protection, supported entirely by columns or posts and, other than flashing, not attached to or supported by another unit or other accessory structure.      ^ top
  5. Certificate of Occupancy:
  6. A document issued by the enforcement agency when a structure, installed on a foundation system, is approved for occupancy by the enforcement agency.      ^ top
  7. Certification:
  8. A stamp of approval applied to the plans and installation instructions.      ^ top
  9. Cited Person:
  10. A person or entity issued a notice of violation for a violation or applicable laws who is responsible for its correction.      ^ top
  11. Combustible:
  12. As applied to building construction is any material or construction which does not meet the criteria of noncombustible.      ^ top
  13. Contractor:
  14. Someone (a person or firm) who contracts to build things and is usually licensed with the state to perform work.      ^ top
  15. Crawl Space Area:
  16. The low space beneath the floor of a structure; gives workers access to wiring or plumbing and foundation system.      ^ top

  1. Dead Loads (DL):
  2. A constant load on a structure due to the weight of the supported structure itself.      ^ top
  3. Drain Connector:
  4. The extension, from the structureal unit’s or accessory building’s or structure’s drain outlet, to the lot’s drain inlet.      ^ top
  5. Drain Outlet:
  6. The discharge end of a structural unit’s or accessory building’s or structure’s, sewage drainage system.      ^ top

  1. ERBS:
  2. The acronym for an Earthquake Resistant Bracing System.      ^ top
  3. ERBS-Manufacturer:
  4. A person, firm or business engaged in assembly or construction of earthquake resistant bracing systems for structural units.      ^ top
  5. ERBS-Manufacturer's Installation Instructions:
  6. The specific written directions for an earthquake resistant bracing system to be installed on or under structural units and foundations.      ^ top
  7. Earthquake Resistant Bracing System (ERBS):
  8. An anchoring system, bracing system, or other device designed and constructed for the purpose of protecting the health and safety of the occupants of, and reducing damage to, a structural unit in the event of an earthquake.      ^ top
  9. Eave Height:
  10. The pole barn eave height is defined as the vertical distance measuring from the ground to a point of where the sidewall intersects the roof line. It is not defined as the bottom of the trusses, nor is it the height from the ground to the overhang facia board.      ^ top
  11. Emergency:
  12. An occurrence constituting a present or imminent serious risk to life, health, safety, or property requiring immediate correction.      ^ top
  13. Energize:
  14. The act of applying electrical energy, or gas or water pressure.      ^ top
  15. Enforcement Agency:
  16. The governy authority, or any city, county, or city and county that has assumed responsibility for the enforcement of the drawing standards.      ^ top
  17. Engineer:
  18. A person registered with the State as a professional engineer qualified to practice engineering in this state. An engineer designing or approving plans should have skill, knowledge, and expertise in that scope of practice.      ^ top
  19. Engineered Drawings:
  20. A stamped set of drawings by a licensed professional engineer in the state where the building is located.      ^ top
  21. Equipment:
  22. All materials, appliances, devices, fixtures, fittings, or accessories used in the structural, fire safety, plumbing, mechanical, and electrical systems of structural units, accessory buildings and structures, buildings, structures, infrastructures, and systems.      ^ top
  23. Expansive Soils:
  24. Types of soil that shrink or swell as the moisture content decreases or increases. Structures built on top of these soils may experience shifting, cracking, and breaking damage as soils shrink and subside or expand.      ^ top

  1. F.E.M.A.:
  2. An acronym for Federal Emergency Management Agency.      ^ top
  3. Fence:
  4. A freestanding vertical structure erected to enclose an area or act as a barrier generally constructed of posts, boards, wood, wire stakes or rails.      ^ top
  5. Fire Agency:
  6. A city, county, or city and county fire department, or fire district.      ^ top
  7. Fire Hydrant:
  8. A connection to a water source for the purpose of supplying water to a fire hose or other fire protection apparatus, and includes a standpipe.      ^ top
  9. Fire Hydrant System:
  10. All fire hydrants, water piping, pumps, tanks, and valves attached to the water system supplying the hydrants.      ^ top
  11. Fire Hydrant, Private:
  12. A fire hydrant including wet standpipes owned by the owner.      ^ top
  13. Flashing:
  14. Flashing refers to thin continuous pieces of sheet metal or other impervious material installed to prevent the passage of water into a structural unit from an angle or joint.      ^ top
  15. Flood Plan, FEMA Flood Plan:
  16. The lowlands adjoining the channel of a river, stream, or watercourse, or ocean, lake, or other body of standing water, which have been or may be inundated by flood water. The channel of a stream or watercourse is part of the floodplain.      ^ top
  17. Footing, or Footer:
  18. The portion of a foundation support system, in direct contact with the ground, that distributes imposed loads to the soil.      ^ top
  19. Foundation System:
  20. An assembly of materials designed and engineered to resist the imposition of external forces once the unit. When dealing with pole buildings, it generally consists of wood posts embedded into the ground and backfilled with native soil, gravel, or conrete.      ^ top

  1. Garage:
  2. An enclosed accessory building or structure located on a lot and designed for the storage of motorized vehicles.      ^ top
  3. Good Cause:
  4. What the enforcement agency would find to be a reasonable basis for failing to appear at the time and place scheduled for a hearing, informal conference, formal hearing, or for not complying with a specified timeline.      ^ top
  5. Grade, Existing:
  6. The surface of the earth adjacent to the structure before earthwork takes place.      ^ top
  7. Grade, Finish:
  8. The final surface of the earth adjacjent to the structure after all improvements are completed.      ^ top
  9. Gross Floor Area:
  10. The floor area enclosed within the surrounding exterior walls of a structural unit, accessory building or structure, or portions thereof. Where there are no walls, "gross floor area" means the usable area contained within the horizontal projection of the roof and floor.      ^ top
  11. Guardrail:
  12. A vertical barrier erected along the open edges of a porch or other elevated area to prevent persons from falling to a lower level.      ^ top

  1. HUD:
  2. An acronym for the U.S. Department of Housing and Urban Development.      ^ top
  3. Habitable Room or Structure:
  4. Any structure or room within a structure for sleeping, living, cooking, or dining purposes, excluding such enclosed spaces as awning enclosures, closets, pantries, bath or toilet rooms, service rooms, connecting corridors, laundries, unfinished attics, foyers, storage spaces, unfinished cellars, utility rooms, and similar spaces.      ^ top
  5. Handrail:
  6. A railing provided for grasping with the hand for support, erected along one or more edges of a stairway or ramp.      ^ top
  7. Hearing Officer:
  8. The authorized representative of the enforcement agency, or other official authorized to conduct hearings.      ^ top

    - L -

  1. Landing, Stairway:
  2. An individual platform, usually at the top or bottom of a stairway, to ease the transition from a stairway to a level walking surface. Landings for ramps must comply with requirements of local codes.      ^ top
  3. Lath structure:
  4. An accessory structure of open design, having no solid roof or walls.      ^ top
  5. Listed:
  6. All equipment, materials, products, and installations included in a list published by an approved listing agency.      ^ top
  7. Live Load:
  8. A load on the structure that is temporary in nature and not constant like a Dead Load. For example, snow, people, etc.      ^ top
  9. Load:
  10. Any of the forces that a structure is designed to withstand, including any permanent force such as the weight of a roof, known as a dead load; any moving or temporary force, such as the weight of occupants, known as a live load; wind loads imposed by wind activity; and seismic loads imposed by seismic activity.      ^ top
  11. Lot Access:
  12. An unobstructed way or means of approaching a roadway or public thoroughfare to or from a lot.      ^ top
  13. Lot Line Change, Adjustment:
  14. The alteration, movement, or shifting of a lot line for an existing lot.      ^ top
  15. Lot Line Creation:
  16. The initial establishment of a lot line for a new lot.      ^ top

    - N -

  1. N.F.P.A:
  2. An acronym for the National Fire Protection Association.      ^ top
  3. Noncombustible:
  4. As applied to building construction is any material which meets the criteria for "noncombustible" as specified in the applicable building code.      ^ top

    - O -

  1. Occupant:
  2. For the purposes of this chapter, means a person who lawfully occupies a structure on a lot.      ^ top
  3. Occupied Area:
  4. The total of all the space occupied by a structgure, including eave overhangs and projections; building components; and all accessory buildings or structures on a lot.      ^ top
  5. Operator:
  6. The person or entity to whom a permit to operate is issued by the enforcement agency.      ^ top
  7. Owner:
  8. The person or entity that legally owns or possesses an item, property, or business through title, lease, registration or other legal document.      ^ top

    - P -

  1. Patio:
  2. A paved or raised area not to exceed eight (8) inches in height above grade.      ^ top
  3. Pier:
  4. A vertical support constructed of concrete, steel, or concrete masonry block (CMU) for the transmission of loads from a unit, accessory building or structure, or building component, to a footing. A pier does not include the footing.      ^ top
  5. Porch:
  6. A freestanding, outside walking platform, having a floor or deck surface elevated more than eight (8) inches above grade.      ^ top
  7. Power Supply Cord:
  8. A flexible cord assembly of conductors, including a grounding conductor, connectors, attachment plug cap, and all other fittings, grommets, or devices, designed for the purpose of delivering electrical energy from the park’s lot electrical service equipment to the branch circuit distribution panelboard.      ^ top
  9. Private Fire Hydrant:
  10. See "Fire Hydrant, Private".      ^ top

    - R -

  1. Ramp:
  2. An accessory structure providing a sloping path of travel, intended for pedestrian traffic.      ^ top
  3. Retaining Wall:
  4. A wall designed to resist the lateral displacement of soil or other materials.      ^ top
  5. Retrofit:
  6. To furnish with new or modified parts or equipment not available or considered necessary at the time of manufacture.      ^ top

    - S -

  1. Sanitation Station, Recreational Vehicle:
  2. A plumbing receptor designed to receive the discharge of sewage holding tanks of self-contained recreational vehicles and which is equipped with a water hose connection for washing the receptor.      ^ top
  3. Sewage Drain Lateral:
  4. That portion of the sewage system that extends to an individual lot drain inlet.      ^ top
  5. Sewage Drainage System:
  6. All the piping within or attached to the structural unit or accessory building or structure that conveys sewage or other liquid wastes to the drain outlet.      ^ top
  7. Stairway:
  8. A step or any configuration of steps or risers where the run (length) of an individual tread or step does not exceed thirty (30) inches, and which is designed to enable passage from one elevation to another.      ^ top
  9. Support System:
  10. A system of supports, which sustains the vertical loads of a unit, accessory building or structure, or building component. A support system does not necessarily include a foundation system.      ^ top

    - T -

  1. Technical Service:
  2. The providing of interpretation and clarification by the enforcement agency of technical data and other information relating to the application of plan approvals and designs.      ^ top
  3. Tensioning Device:
  4. A mechanical device that is part of a tie-down or anchorage assembly. The tensioning device allows a person to eliminate any slack in the tiedown assembly and maintain the tension established when the slack is eliminated.      ^ top
  5. Testing Agency:
  6. An organization which:
    • Is in the business of testing equipment and installations.
    • Is qualified and equipped for such experimental testing.
    • Is not under the jurisdiction or control of any manufacturer or supplier for any affected industry.
    • Maintains at least an annual inspection program of all equipment and installations currently listed or labeled.
    • Makes available a published directory showing current listings of manufacturer's equipment and installations which have been investigated, certified and found safe for use in a specified manner and which are listed or labeled by the testing agency; and
    • Is approved by the governing department.

  1. Violation:
  2. A failure to conform to the requirements, or any other applicable provision of law.      ^ top
  3. Violation, Maintenance:
  4. A violation discovered during a maintenance inspection.      ^ top

    - W -

  1. Water Connector:
  2. The flexible extension connecting the water distribution system of the structural unit or accessory building or structure to the lot water service outlet.      ^ top
  3. Working Days:
  4. Generally speaking, it is all days except Saturdays, Sundays, and applicable local, state and federal holidays.      ^ top
  5. Workmanlike:
  6. Work performed to the acceptable quality of generally recognized industry standards that does not compromise strength, function, or durability.      ^ top
